AWS HealthOmics introduces resource fallback order for Nextflow workflows

Today, AWS HealthOmics introduces the resource fallback directive for tasks in your Nextflow workflows, enabling you to define an ordered list of preferred accelerator types, including an option to fallback to CPU instances.
